[PATCH] clang-format Test: Split BackwardCompatibility out of ParsesConfiguration

Updated patch as per review comments: Keept backward compatible tests with their flag tests.
Rebased patch on top of snv:r217804 and merge.
Compile and run FormatTest.exe.
