Moving lib/Headers

The builtin intrinsic headers have somehow ended up in 'lib' along with 
the sources.

These are in fact runtime data files, provided with the implementation 
but aren't part of the build.

I'm planning to move them to 'runtime/intrinsics' shortly, similar to 
how we lay out other parts of the implementation (but keeping them in 
the same SVN module, given how tightly coupled they are to the 
frontend). So I wanted to run the change by the list first for a sanity 
check..

No patch as this is a mostly mechanical 'svn mv'. Sounds good?
