[patch] Rename CLANG_IS_PRODUCTION to CLANG_NO_PLUGIN_SUPPORT

Rafael, could you rename --enable-clang-plugin-support to more generic
--enable-plugins or like?
For now, I think it might affect clang driver. We could tweak it to
affect entire llvm tools later.
