libcxx minor test fix

Greetings from MSVC STL land.  We like your tests for our STL.  Have a fix, starting with baby-steps.

Four tests under libcxx/test/containers/containers.adaptors/priority.queue/priqueue.cons don't compile for us.  We need to explicitly include <functional>.  That is the extent of it.
