[PATCH] Cortex-M3 and Cortex-M4 should not enable hwdiv-arm

Hello,

 

Despite not supporting the ARM mode, Cortex-M3 and Cortex-M4 cores do, since
r199886, enable the hwdiv-arm target feature.

This leads to incorrectly emitting the build attribute Tag_DIV_use=2 for
these targets.
