[PATCH] Sink CommentCommandList.inc into CommentSema.cpp

  I noticed it doesn't work, since I didn't touch Index/CommentToXML.cpp.

  I'll rework with;
  - Don't sink CommentCommandList.inc into local, but provide dedicated includes, like CommentCommandList.h.
  - Tweak Index/CommentToXML.cpp, too.
