[patch] [libcxx] _LIBCPP_WEAK revision

Hi Howard

If you are going to put the attributes back on the definitions as you have
(which I think does add some clarity); I think those definitions should
match their proto-types to be correct for all platforms.  However when I
tried that it didn't compile so I think Nico's patch needs a slight
revision for that scenario. I think it should be something like this.
