[PATCH] cpp11-migrate: Add command line option to enables transforms automatically

  A slightly off-topic question:
  In the same idea of making the transforms into a library in the future, should the command line options be avoided in the transforms?
  I'm talking about DetectMacros (in this patch I moved it out of the transform), and UseNullptr has one has well.
