[clang-tools-extra] r175118 - Initial docs directory

(for some reason, I think I mistyped my earlier message; my preference
is actually clang.llvm.org/extra/ for the docs generated from here, as
explained below).

That seems to conflate clang/tools (which falls under the scope of
clang/docs/) with clang/tools/extra (which falls under
clang-tools-extra/docs/). I don't have a strong preference, but I
would expect a tool like clang-format to be documented under
`clang.llvm.org/tools` but that isn't possible if we are putting the
docs of clang/tools/extra there.
