[PATCH] fix MergeFunctionDecl implicit CC for static methods

I've tested it on Chromium and it has actually fixed 4/23 of source
files I've earlier excluded to work around cdecl-related error reports
which I thought were related to PR13457.
So in some sense it did fix a part of PR13457 for me :)

I went ahead and committed as r175890.
(Just in case, I ran check-all to verify)
