[PATCH] Re-enable atomic support on AArch64

Hi,

The attached patch should re-enable support for atomic operations
(when Clang decides to optimise them) on AArch64.

I've reappropriated an existing test of atomics which seemed
reasonably comprehensive and *almost* immediately applicable. Is that
acceptable or would people prefer a separate test?

Can I commit?
