[PATCH][libcxx] Restore ability to set cxx_under_test in lit.site.cfg

Hi All,

Recent changes to the lit.cfg for libcxx to default cxx_under_test to clang++ caused us to ignore the cxx_under_test set in lit.site.cfg by CMake.

This patch restores the ability to set this variable in lit.site.cfg.
