I filed <http://llvm.org/bugs/show_bug.cgi?id=14714> a while back due
to the issue of URL permanence. I have no clue what the server side
setup is nor where to go and fix it.

Also, what you may have been thinking of was that we copy stray HTML
files (pending doing something about LibASTMatchersReference.html). I
added a similar hack for the lone .txt file in r171795 and the URL is
back now <http://clang.llvm.org/docs/Block-ABI-Apple.txt>.

I think the rst document can be committed (leaving the old file in
place, but with its contents replaced by a "poor man's redirect"
saying "this content has moved to ..." so that the content is not
duplicated).
