The top level lit.cfg specifies the "test format", e.g.:
  config.test_format = lit.formats.ShTest(execute_external)

Actually, apparently I lied the LLVM suite has moved over to the Sh
style tests and I never noticed:

So in fact the document in question is completely out of date.
