Should we have similar treatment for strncpy?

Also, a nit:
void f(char* s, char* d) {
  strncat(d, s, sizeof(d));
}

test.cc:5:17: warning: the value of the size argument in 'strncat' is
too large, might lead to a buffer overflow [-Wstrncat-size]
  strncat(d, s, sizeof(d));
                ^~~~~~~~~

Here, sizeof(d) is not necessarily too large, just wrong.
