[cfe-commits] Please provide a SONAME to libclang

Hello,

The attached patch adds an SONAME to the libclang library.
It would be nice and helpful for distro tools to have a soname.

I am not really happy about the patch (probably too hardcoded). I am
available to improve it on suggestions.
