[cfe-commits] [PATCH] tools/arcmt-test/CMakeLists.txt: libclang (clang-c) would not be needed.

On mingw, I saw many symbol clashes due to clang.dll.
Checked on CentOS5(x86-64), mingw and vs10 with CMake.
