[cfe-commits] Update to PR6107 while bugzilla is down

[Chandler Carruth]

This is the bug where Clang fail's to keep an out-of-line class
definition out of the namespace scope. Doug asked me to make
isOutOfLine() more useful for this type of check, so the logic is now
factored away there.
