Actually, there were many design goals. You can build a drop-in
replacement and much work was performed to achieve such compatibility
with options, etc. But in general compiler driver is flexible enough to
do something fresh and new.

And in future we're planning to introduce dynamic configuration, so
gcc/non-gcc cmdline syntax can be switched on-fly.
