   [CIR] Lowering for __builtin_reduce_assoc_fadd (#226095)

Added lowering for __builtin_reduce_assoc_fadd with the use of the new
implementation of CIR FastMathFlags, following same lowering path as
Classic Codegen.

Added tests for the same.
