  [NFC][TSan] Remove redundant Context::report_mtx

Context::report_mtx was only ever acquired immediately alongside
ScopedErrorReportLock (in ScopedReport and BackgroundThread). Remove
report_mtx and MutexTypeReport and rely on ScopedErrorReportLock.
