  [CAS] Fix UnifiedOnDiskCacheTest build with MSVC 2019 (#227453)

MSVC 2019 (14.29.30133) rejects the local constexpr NumTasks as an
array bound inside the by-reference-capturing runConcurrently lambda
("failure was caused by a read of a variable outside its lifetime").
Make it static constexpr so it is not captured.
