  Fix DISTRIBUTE context for SIMD clauses

Enter DISTRIBUTE while evaluating SIMD clauses, then leave it before loop bounds. Cover clause selection, bound exclusion, and restoration.

  Normalize Flang condition expression spelling

Profile original expression structure and declaration identity, normalizing intrinsic operators and literal values and kinds. Preserve signed integer boundaries and cover alternate spellings and nondefault kinds.

  Preserve metadirective candidate order

Compute subset-adjusted scores once and retain the ordering across runtime guard failures. Share ranks between lowering and reachability so failed supersets cannot restore a subset score.

  Use the outer loop context for composite bounds

Resolve original bounds and strides before the outermost loop-associated
constituent. In particular, TEAMS DISTRIBUTE PARALLEL DO bounds see TEAMS,
even when lowering has already created the inner PARALLEL operation.

Scope the context to loop-control evaluation, preserving clause contexts,
genuinely enclosing loops, body contexts, and subsequent expressions.
Cover lower bounds, upper bounds, strides, composite scoring depth, and
static and runtime DO SIMD replacements.
