  [AMDGPU] Make GFX1250VALUBlockingCycles a feature. (#226314)

Included (intentional) behavior change: gfx1251 (w/ FullRate64Ops) does
not have GFX1250VALUBlockingCycles feature --- table is only partially usable for
gfx1251.
