  Fix construct contexts for SIMD clause expressions

Enter DO while lowering SIMD clauses in DO SIMD and DISTRIBUTE PARALLEL
DO SIMD, then restore the context before lowering loop bounds.

Check SIMD clause selection, TEAMS in DIST_SCHEDULE, and the absence of
PARALLEL in NUM_THREADS operands.

  Strengthen variant context and ISA serialization tests

Add DO-only calls at each collapsed-loop position so missing and duplicate
DO contexts are both detected. Resolve ISA variant calls after loading a
PCH, with and without the requested target feature.

  Normalize Flang user condition identity

Ignore outer parentheses and resolve USE aliases to their ultimate
symbols, preserving original expressions and distinct declarations.
Carry the same identity through static and runtime candidate ranking.

Add coverage for aliases, equal-valued declarations, imported symbols,
and false-condition ranking.
