  [AMDGPU] Fold sudot intrinsics with a zero multiplicand

Replace sudot4 and sudot8 with their accumulator when either
multiplicand is zero.

For example:
```
  sudot4(sign0, x, sign1, 0, acc, clamp)
  ->
  acc
```
