  [libc] Implement pselect in sys/select (#226237)

Implement the standard POSIX.1-2008 / POSIX.1-2024 function `pselect` in
`<sys/select.h>`, bringing `<sys/select.h>` to 100% POSIX completion.

Fixes #226195.
