  [SandboxVec][LoadStoreVec][NFC] Tighten bundle element types

Use Instruction*/Constant* for LoadStoreVec APIs where that is what
callers hold, and template getCombinedVectorTypeFor so BndlRef is not
forced through a non-covariant Value* conversion.
