  Fix Flang construct contexts during variant lowering

- Count each enclosing loop construct once, including collapsed nests.
- Match selected directive clauses and bounds in the same contexts as
  directly written directives.
- Evaluate composite clause expressions in source construct order.
- Add regressions for scoring and static/runtime variant selection.

  Preserve declaration identity in user conditions

Use canonical AST profiles instead of printed expressions for condition
subset checks. Preserve original expressions through template substitution
and PCH serialization so distinct declarations remain distinguishable.

Add regression coverage for template parameters, scoped declarations,
and PCH round trips.
