  [LLVM][docs] Rename remaining reST docs to Markdown (batch 10) (#223097)

This is the initial straight rename commit. It will probably break the
docs build, but it has to be a separate PR for blame preservation
purposes.

The stacked conversion and cleanup is in #223099.

  [LLVM][docs] Finish MyST migration for remaining docs (batch 10) (#223099)

Migration notes:

- Removed accidental blockquotes around lists and code blocks.
- Used `eval-rst` in `ConvergentOperations` because native Markdown
ordered lists only preserve numeric markers.
- Lots of table conversions to different kinds of tables. I tried to use
list-table and pipe tables in the appropriate places.
- Removed local contents directive in `GitHubActionsRunners` because it
caused a Furo warning.

This is a stacked PR based on #223097, which is a standalone commit that
renames *.rst -> *.md before this PR lands for history preservation
purposes.
