  [libc++] Bump Ubuntu version back to 26.04 and remove Install Dependencies step for Generated Files check (#226219)

Updates the version for Ubuntu to 26.04 and removes Install Dependencies
step for Generated Files check, since clang-format wasn't needed in that
job.
