  Fix layering failure for clang-doc and flang (#225964)

This was introduced in commit 4989b3b0bb752c436c922d8e65cd7a952038d5db.

* `src/liblzma/api/config.h` is exposed in hdrs of lzma_src_liblzma_api.
* `strip_include_prefix = "src/liblzma/api"` strips the path, exposing
the header as `config.h` in a virtual include directory
(`_virtual_includes/lzma_src_liblzma_api/config.h`).

Fixed by adding `strip_include` to the relevant `config.h` headers that
were causing failures.
