  [SandboxIR] Fix Value::stripAndAccumulateConstantOffsets (#225980)

The original test was not exercising the ExternalAnalysis FnRef, and we
we are passing a non-nullptr lambda even if the user has passed a
nullptr, which would cause a crash.
This patch fixes it.
