  [bazel] Add support for libxml2 (#225158)

I enabled this by default to match cmake, but we could leave it off by
default if we wanted. The flag is ignored on macOS since macOS ships
this with the system and we just always use that version instead.

This is used by lld for windows manifests, used by lldb for a few
cases, and used by c-index-test for docs
