  [libc++] Bump macOS CI runners from 26.5 to 26.6.2 (#226012)

This bumps the macOS runners used by the libc++ conformance CI and the
machines tracked in LNT from macOS 26.5 to macOS 26.6.2, and switches to
Xcode 26.6 accordingly.

We introduce new names for the new LNT machines since their
configuration is changed.
