  [ORC] Mangle PerfSupportPlugin runtime function names as C (#226010)

The llvm_orc_registerJITLoaderPerf{Start,End,Impl} names are extern "C"
functions in JITLoaderPerf.cpp, so describe them as C names rather than
Verbatim. PerfSupportPlugin is ELF-only, where C mangling adds no
prefix, so this is a no-op in practice.
