  [clang] Move normalizeForBundler to TargetID for reuse (#225049)

This PR is a prerequisite for #218337. It moves `normalizeForBundler
`from `HIPUtility.cpp` into `clang/Basic/TargetID` so the HIP toolchain,
`clang-linker-wrapper`, and `clang-repl` can share the same
offload-bundle target-name policy.
