  [ABI] Add DefaultTargetInfo for default argument/return classification (#225009)

Summary: 
- Introduce `DefaultTargetInfo`, the `llvm::abi` analogue of
`clang::CodeGen::DefaultABIInfo`.
- It provides self-consistent, non-ABI-specific argument/return
classification that targets without special rules can inherit and
delegate to.

Changes:
- `DefaultTargetInfo.h`: new `DefaultTargetInfo` class declaring
`classifyArgumentType`, `classifyReturnType`, and a `computeInfo`
override.
- `DefaultTargetInfo.cpp`: implement them mirroring classic
`DefaultABIInfo`.
- `TargetInfoTest.cpp`: exercise the classifiers through a minimal
`DefaultTargetInfo` subclass.
- Added `hasInt128Type()` and `getLongLongWidth()` hooks plus a
`getBitIntRegThreshold()` helper mirroring classic, and use it in both
`DefaultTargetInfo` classifiers.
