  [SimplifyCFG] Restrict initializer checks to lookup tables (#224235)

SimplifyCFG currently applies lookup table constant restrictions even
when a switch can be replaced with selects or other SSA values. Move
these checks to lookup table construction so they only apply when a
global initializer is needed.
