[InstSimplify] Use getGetElementPtr() overload accepting DataLayout (#225817)
To directly create GEPs in canonical ptradd representation. The
effect of this is that a) we do not form constexpr GEPs which would
no longer be supported in ptradd representation and b) canonicalize
vector GEPs to ptradd form, because the code that does this as
part of constant folding doesn't support vector GEPs, but the new
API does.
This also converts the isSupportedGetElementPtr() assert into a
condition. The getGetElementPtr() API accepting DataLayout is
already fallible, so it makes sense to directly handle all cases
that can't be represented as a constant expression, instead of
requiring the type to be source element type to be handled separately.
