  CodeGen: Respect the exception-model module flag in SjLjEHPrepare

Teach SjLjEHPrepare to consult the "exception-model" module flag and only
prepare when the module selects the SjLj model. When the flag is absent the
pass runs as before, implicitly relying on the pass config not running the
pass.
