  [SelectionDAG] Handle BUILD_PAIR in computeKnownBits (#225073)

Concatenate the known bits of both halves, with operand 0 as the low
half and operand 1 as the high half, matching
TargetLowering::SimplifyDemandedBits and GlobalISel's G_MERGE_VALUES.
