Log Message:
-----------
[mlir][acc] Add a synthetic flag to the data clause operations (#225213)
An implementation may create a data clause operation for its own
bookkeeping rather than to represent a data attribute of the program
being compiled. Such an operation has no counterpart in that program, so
describing it to the user is at best confusing and at worst a duplicate
of the clause it was created to support.
Add a `synthetic` unit attribute that marks these operations, a
`getSyntheticFlag` accessor next to `getImplicitFlag`, and have
acc-emit-remarks-data skip the operations that carry it.
