  [VPlan] Add getRecordedExecutionFrequency helper (NFC). (#225414)

Add a helper to get the execution frequency from a VPBB via the
frequencies attached to its recipes.

Will also be used in https://github.com/llvm/llvm-project/pull/196845,
so it is added in a location where it can be used w/o movement there.
