  [AArch64] Add costs of Promoted types for compressstore (#220257)

When using SVE, types that are not 128bit widths will be promoted to be
legal SVE Types. Currently, when using
llvm.masked.compressstore these types are marked as invalid for SVE Only
but these are legal types. Fixed width 128bit types are also excluded
and would be enabled by this change.

Enable these types whether they are promoted or legal types.
