  [CIR] Implement exception-related musttail diagnostics (#224778)

When a musttail call occurs in a function that was marked noexcept or
has a dynamic exception specification, we must report a diagnostic to
the user saying that the call is not supported in this case. This change
adds such a diagnostic for CIR codegen.
