  [RISCV][GlobalISel] Add G_CLMULR support (#224525)

Add G_CLMULR to represent reversed carry-less multiplication in generic
Machine IR.

Translate llvm.riscv.clmulr to G_CLMULR and mark it legal for native
XLEN scalar types when Zbc is available.
