  [offload][omp] link libomptarget against liboffload (#221730)

This first creates a static version of liboffload and links
libomptarget against it instead of linking the plugins directly. This
allows libomptarget to access the plugins both directly and through
liboffload in the subsequent PRs to starte the migration to liboffload.
