  [SPIRV] Rename pass to SPIRVLegalizeResourceBinding (#224747)

Rename `SPIRVLegalizeImplicitBinding` pass to
`SPIRVLegalizeResourceBinding` since it will soon be extended to handle
heap resource bindings as well. Renaming is as a separate PR will make
the upcoming change easier to review.
