  [ThinLTOBitcodeWriter] Encode hotness into cfi.functions metadata (#223846)

Encode function hotness classification (`Hot`, `Other`, `Cold`, or
`Unknown`) into the upper bits of the linkage operand in `cfi.functions`
metadata.

`CfiFunctionHotness::fromFunction` mirrors `CodeGenPrepare` section
assignment logic using function attributes (`hot`/`cold`),
`ProfileSummaryInfo`, and `BlockFrequencyInfo`. This allows
`LowerTypeTests` to order CFI jump table entries by function hotness so
the jump table lands in a hot section and the hottest target benefits
from last-entry fall-through relaxation.
